    I believe PQI is ok, but PQR is not...

    ...2 characters...1 PQR&PQI --- banned , another PQI ---- be OK....

    But, you need PQR to run PQI? why would you still have PQI. Still having this addon in your addons folder is VERY stupid.
    To move it just change your UI scale to the lowest possible one in your system settings in the wow window.

    Delete your wow/WTF/"Account"/Saved variables/PQInterface.lua/.bak files

    this will reset your pqi settings and should let you move it around
