How is that a problem? The reason I ask for REP is so I can send the money first without worrying.

Because you probably want to pay with PayPal & the sad thing about that is without any rep or vouches sellers worry you'll chargeback ;-(

Made it hard to do business since PayPal protects scammers.. always gives them their money back..

It's a problem because I give you key.. you pay.. 4 days from now you file an unauthorized transaction dispute.. or even goods not received.. PayPal just believes you.. because that's how they operate.. & now you have both :-(

You may not do that.. without rep or history it's a risk though :-(
