Verified paypal doesn't mean anything. Paypal will not provide any support for sellers of digital items (i.e. access to a beta). Common scam - you get the key, send the money, use the key, issue a chargeback via PayPal, and PayPal will side with you.

So then what the hell can we (buyers do) to make you less afraid that every person on the internet is a scammer and has nothing better to do like, their job to get money than scamming? Seriously. This may be more hoops than when I tried to do Hearthstone contests...
