Good powerlevel site?

Anyone know a good powerlevel site? Me and my friend are wanting to buy one for our friend that just got back from Iraq since he sold his last account before he left.

What site do you think is the best, price isnt that much of a factor. but speed and knowing that they do a good job with no bots.

I suggest dont use Powerleveling sites at all 90% = Ban
