Well, I just had an idea, if we can conver the .blps to .pngs, we can edit them.

So lets say we edit the NE skin to have a texture on it, like sya the arm. Would it be noticeable in-game?

.blp -.png converters everywhere just take a look around, Photoshop and paint can edit these files. TextureMaker is probably the most advanced/noob user friendly. Rememeber in all cases to keep the sizes the same (i.e 256x256 or w/e) as the default unless you wanna edit alot more than is needed and make yourself do countless amounts of other work.

Well, as a test I added a cross to one of the NE skins on the face, and it didn't appear in game on any type of skin...

Do you edit the orginal texture directly? I.e. Extract, convert, redesign, resize, save, convert back, modelchange.
