[HELP] Latest Taliis Version, DBC Editor, or CSV -> DBC Converter

I think this is the place to put it.

Every single thread that has had a Taliis link does not work. I need the LATEST Taliis version, so I can add new rows to DBCs. Plainly put, I want to create a music patch for my GM server.

Or, another DBC editor that could add rows in a DBC works aswell.

OR, a .csv -> .dbc file converter. I have been looking for these things for a few days now and it is starting to piss me off to the extreme. I would be EXTREMELY happy if you could find one of these things. Thanks in advance.
