Need a lil help with Avatar

Ok we all know how Marlo and Xepher both have animated signatures, yet they have the borderss around their image. I was wondering how they do it, does any1 know?

I do not know where it stands exactly but if you search avatar it should come up, someone has made a guide on how to make an avatar with the border
