When you create an item using and item creator it is usually an option like here: http://wow-v.com/creator.php. But if you were to do it manually you would have to look for the correct column in the item table of the world db and that would take a while and i advise against it.

I honestly object to what Wicked Shadow said.

Its more of a learning curve to learn how to do it yourself, and not use WoW-V.

Try and make a item with WoW-V, then look in the SQL for what makes it account bound. Then learn from there.
