They added these in the 1.12 patch.

part of AQ opening chain is there, u had to get some thing from firt mound there, so its older than 1.12 :P

I was saying the Content was added there in 1.12, In the Beta GM Island use to be located near the islands, And before 1.12 Only the islands and a few pirates were the things that "resided" here.

AQ gate opening quest 1 part is there...

exactally and that is why i think they will never take it out because u can get rewards from it so unless they like take out BWL or something it will have to stay there for part of the quest....they may move it but i dont think they will

It is undermine if I judged correctly at the first and lanst glance. Undermine was a big part of the Steamweedle cartel's trading with ships and stuff back in the day. (Which was a wednesday, fun fact)
