Does powering up higher the level of the Pokemon?

    Hey,

I am a bit confused as to what the connection is between IV, powering up, and the level of the Pokemon.

Say I have two 100% IV Dragonite's - one in level 20 and another one in level 30:
Will I be able to power up the level 20 Dragonite to level 30 - making it just as strong as the level 30? Or does powering up have nothing to do with the level of the Pokemon?
Because if it has nothing to do with each other, then what is the purpose of catching high-IV Pokemons when they aren't in a high level?

Powering up is leveling your pokemon. So a iv100% lvl20 will get eventually to level 30 like the other one with 100% iv

    Powering up/Leveling (same thing)

All that count is IV. When you dont care for candies and dust, you power up any low CP - 100% IV pokemon and you get a perfect fighter!
