Can seller recover a TPC/google pokemon after they sold it?

With Google they probably can, because the email address is locked to the account, so they could possibly restore the password later on.
With TPC, you can go online to pokemon.com, login with the account details and change Password+Email-Address. Once you changed the email to your own, the seller won't be able to retrieve account information anymore, even when they "forget" password, because recovery information will be sent to your own email.

Therefore, buy PTC accounts and change email for your own safety.

In any case, that's the reason I sell PTC instead of Google accounts. To give the buyer safety in knowing, that the account will stay theirs.
