Got a pretty good Magikarp but low CP

Guys I new so I could use some advise, I got a good Karp 111/112 CP 97,59% Perfect, but at my level 23 I can find higher cps ones. I got already enough candy to have it evolve.

Should I wait for a higher CP one? I think it could be a while to get a better IV one.
Should I use stardust to power it up first and than evolve it?
Should I evolve it and wait to see the move sets and only after it use the stardust?

IV is the only thing that matters on pokemon you are actually going to use.

Dust and candy is nothing more than a time grind. No luck required other than maybe to get some more magikarp spawns, which is not hard.

moves are important yes but on magikarps that needs 400 candy god it is hard to evolve a few of them just to it check witch one will have the best move. No way to know what would be the moves before evolving it right?

You're right moveset is important

Moveset trumps IVs.I'll take a 50% IV pokemon with optimized moves over a 100% IV pokemon with shitass moves. Keep your 5% better pokemon with shitmoves.

I've got like 30 100% magikarp, about 1 each per account, lol. cant wait till we can trade, I will have 1 super master account.
