my pokemon has almost perfect stats

my marowak or what not has almost perfect stats and is maxed out already.. but my arcanine is less perfect and has double the cp? as my marowak? how exactly does this work? im so confused regarding getting higher cp/iv points to be stronger.. thanks!

every Pokemon has different stats ! ( hidden Individual Values IV´s )

example : LvL 40 Marowak with 0% IV´s = max CP 1361 / with 100% IV´s = max CP 1657
example2 : LVL 40 Arcanine with 0% IV´s = max CP 2585 / with 100% IV´s = max CP 2984
