How Do I Create a Local Scanner

I've seen that many cities have websites that display where all the current pokemon are spawned (tracking sites). Is there a script or something that they use to set these up? I've already got web hosting and some rudimentary coding skills to get it going, just need the actual script or program or whatever it is that they are using.

Any guidance would be appreciated.

Depends on how many it requires. I've used decaptcha services in the past for other projects, but I'd rather not pay for anything if I can avoid it (I already waste too much time on this silly game).
