From any point in time, take your hour. If it's 1PM, it's 13. 1AM is 1.
0-23 (0 = midnight)
Count the amount of pokemon you caught in the last 23 hours. If it's 1k, you can't catch anything. If it's anything below 1k, you're allowed to catch pokemon.
Same for pokestops, but with 2k.
That means the counter isn't a "hard" reset, but gradually decreases every hour depending on how many pokemon/pokestops you got that hour on the previous day. It's why my program has a counter that'll decrease over time instead of being able to reset it. Only had issues with people complaining about temp bans when they reset it (has a warning too).
When the "catch flee" was first added, I'm the guy that thought it was a limit and spent a few days testing it. Even explained how the counts worked, yet people still spread that it was a reset. If more bot devs added an accurate count, it'd make things so much easier.
