Whats the best moveset for Dragonite?

I have a 100IV with Dragonbreath and Hyper Beam - I was SOSO happy with it but on silph co it says that thats the worst moveset =(
Is Dragon Claw really that much better!?/ Is it confirmed 100% that dragon claw is the best 2nd move to have?
