So far...
We can snipe pokemon of different locations using PokeSniper 2 by maclone.
We can pass the upgrade glitch on a 3450 dragonite to 3500 cp using Pokebotninja
We could bot at immense speed and level up from 1-30 in 24 hours using Necrobot, Pokemobbot, and Haxton.
We can fake location, teleport, see IV levels, and move with a joystick using Williamcobbs ios 9 Jailbreak Tweak - PokeGo ++
Remove softban with Quickspin or by changing the ip with vpn
And also break and hold gyms using an exploit with eggs.
With this knowledge so far, can anyone develop a program to increase pokemon stats despite trainer level? In my opinion, this would make
botting redundant as we can have 3500 cp dragonites at low trainer levels and do not give a F if we are to be banned. Moreover, there would be no
need to snipe as finding pokemon with pokesnipers, pokezz, and detector apps are still out there. Additionally, powering up pokemon past trainer level
restrictions is surely server side but tweaks and hacks have proven that server side values can be override and sent back. This would also include
the unlimited purchase of pokecoins. It doesn't phase me that Pokemon Go is not capable of such tweaks as look how far we've come. This is of course
speculation...any insight and thoughts are appreciated.

I'm no professional coder, nor can I assure you this would work perfectly fine, but there's definitely a way of intercepting the packets your phone is sending and receiving, and editing them accordingly to whatever you want to do.
With this method in place, I am nearly sure you could somehow "trick" the Pokemon GO servers to think that you're a higher level trainer, and then you'd be able to capture high-cp pokemon. You'd also most likely be able to change what pokemon you capture, depending on how the Pokemon Go Servers trasnfer information, meaning that you could essentially be catching a Ratatta, but end up with a Mew-Two in your inventory.
This is my two-cents, and I do not believe I would be able to pull this off myself, since I only know some basic c++ and python, html, etc.

If your trainer level permits you to do so, you can power up your dragonite to MAX cp in Pokebotninja. Go to manage inventory -> Power Up

The problem its just until you hit 20, most of your catches will be around 700 CP or less,
but above 20 most of the things you catch will be over 600 CP (even rattata´s or pidgey´s)
Even if you snipe them they will have a high IV% percentage of course , but the CP will be low

Yes and that is with any of the bots listed above despite ip change through vpn. I believe the answer is not accumulation of experience points but hacks/tweaks of the trainer level account.

Exactly my point. Our problems are low cp pokemon, undesired movesets, and low IV percentage. However, any modifications to the trainer level account will be a plus on our part as it would indicate server side capabilities. To get past this it would entail upgrading pokemon past the trainer level (Yes you will have to retrieve candies the legit way) but would disregard cp levels

From my knowledge, no devs are working together to transpire a fully-working optimal bot. I would just be patient young jedi and wait for either the ban waves to finish or an alternative way to hacking the game.

Like maybe if there was a way to make niantic servers to think you are a high level trainer..
its the only way i think it could be possible to be able to catch them
and even if thats possible theres still this problem that if a high CP pokemon
spawns and you try to catch it (but you are clearly a lowbie) it will flee..

That is one speculation. At the same time, if the servers believe you are a high level trainer than why would a high cp pokemon flee a lowbie trainer? This wouldn't happen as the game believes you are level 40 and capable of possessing and catching a level 30 cp pokemon.
