Set your location to anywhere on earth as long as its on land, then walk around. It is the same everywhere. You're better off walking around places like SF or New York where they have lure modules activated 24/7 and just catch the ones that spawns at the pokestops with lure modules activated.

That works, but i think its even better to just stay still inside lured pokestops(Lured clusters are better)using incense. You will get tons of pidgey, wheedles and carterpies.
