Hello. I'm really confused about the logic behind CP/IV and evolving. I'd be very happy if someone could clear few things out.

Yesterday I noticed my bot doing this:

[22:53:10] (CatchSuccess) | Eevee Lvl 6 (CP 176/177 | 97,00 % perfect) | Chance: 0,49 | 80m dist | with a GreatBall and received XP 210
[22:53:18] (TRANSFER) Eevee (CP 787 | 92,81 % perfect) | (Best: 176 CP | 96,52 % perfect)

Is it really better to evolve CP 176 (97% / lvl 6) Eevee rather than CP 787 (93% / lvl 26) Eevee?

Another example: is it better to evolve ~100 CP Magikarp which has higher % of perfection (IV) than 200+ CP Magikarp with lower %? Or is this the case only if you have unlimited stash of candies? Thanks for your time!

From the config file: "The number following the period is mandatory (can be 0)"

What you want is {-}{pokemon}{iv.0}

If there's a Python for android I don't see why it wouldn't as long as it has support for the required libs. I know there are apk compilers for android much like the py2exe that I used to make the executable.

This would be an awesome tool for mass transfers if it would show all my pokemon. Hopefully future updates help.
