Update OP with location instructions. As of now both settings.cs and app.config have AMSTERDAM as their location. Which one has priority?

Changing the value in App.config only is enough

App.config has priority and should be the only thing where editing is necessary to set up the bot.

I'll clean settings.cs up a bit.

So i did, but in console keeps "retry request https://pgorelease.nianticlabs.com/plfe/rpc" and Ptc servers seems up

Just set it to transfer with "leaveStrongest" and don't put Vaporeans on the list. It will only grind pokemon you have listed. It's not like you'll be running into Vaporeans in the wild.
