When you're roaming in another country with a SIM card from your own country then you will still have an IP address from your own country. So..no..it would be stupid to ban people that legally roam.

This should land ya between three stops that are constantly lured and just in shot of a gym.
I've had the best luck here so far for getting Magikarp, seems like all three stops spawn em pretty regularly. Plus they're all 'round the area if ya feel like takin a stroll.

I urge you to scour Ocean City, Maryland. I was there for about 3 hours via NOX and there is a consistent Kabuto/Omanyte spawn as well as rapidash/ponyta.

I don't know the best spot exactly and this is a rough estimate of where i think the the kabuto/omanyte spawn are since the servers are down right now and there's no way for me to confirm my guess:

But yea, walk around this area because I've found this place is better than anything else I've looked into including New York / Los Angeles in terms of catching consistently rare pokemon: Golduck, Poliwhirl/wrath, Arcanine, Ninetails, Vulpix, Magneton, and a few more.
