Explain what happened: I contacted this guy on Saturday February 8th regarding an RBG boost on US Alliance from 2.1k to 2.3k. He told me it would cost $200. He gave me his paypal email, I sent the money and he told me my boost would happen that night and the next day. He kept giving me reasons as to why the boost had not been done and eventually told me that he wouldn't be able to carry out the boost. He offered to refund my money but said he had to wait a few days for his bank deposit to be cancelled. He told me that I would get my refund by Tuesday the 18th of Feb and it's now the 22nd of February and no reply and he has stopped replying.

Mail sent to dbsalinas and locking all his thread and changing his avatar. Hope we can solve it in a civil manner before i take more actions.

The seller started his threads in less than a week ago, zero feedback/replies, his last trade feedback was negative, and last positive feedback was more than a year ago. These are all things that you should check before sending 200$ to someone.
Better to find someone trusted, with many replies/feedback on their topics.

@Pr3cious, I understand that and I'm usually very careful. However I have contacted pretty much every RBG boosting site on ownedcore and there were only 2 people who said they could boost on US alliance. I contacted one site to ask if they could do it but they stopped taking orders by the time I got a confirmation. Dbsalinas89 had 4 positive feedback and 1 negative when I contacted him which was better than 0 although I didn't check what those feedbacks were for. I guess I should have seen it coming but it doesn't excuse the fact that he is scamming people.
