Provide more information on what leads to the dispute: 69 showed me cheat in custom game, all looked well, defs not perfect bot but had external aim. After payment was sent, 69 made many excuses and eventually went offline.

He was never approved and registered with a throwaway and several proxies.
This is the only IP that's not tied to a proxy and belongs to another account with the same Paypal email:
128.106.226.253

The Paypal name is also under the pro player xQc which means it's not verified and you should be able chargeback.

Update: Looking at the screenshots again he was very hesitant on using Paypal and only wanted cryptocurrency. The Paypal account he gave you is a throwaway and you will probably get your money back.
