What is the dispute about? Bought an account that didnt work, asked to give me another he couldnt give another, told me he would give me 2 level 36 account (i dont care i bought a 40 because i wanted a 40) so i asked for a refund, and he refunded only a partial refund aka 20$ out of 55$

Provide more information on what leads to the dispute: Seller has 0 communication, asked to get a new account, said he didnt have other except 2 level 36 (but keep posting new post anyway) asked for a refund, refunded me 20 out of 55$ partial refund only. Doing a paypal dispute to get the rest. 0 answer of private message since i asked for a refund, and no answer to my private message saying why only partial refund where the rest of my 35$
