Explain what happened:I message him that I want to buy a modded GTA 5 account for $20 So I sent it to him through PayPal and he hasn't gotten back to me so I am to report him fro scamming me $20.

I suggest you guys file disputes through PayPal if that's how your payment was sent to him. Yes, PayPal provides no protection for intangible goods & services so you will be able to recover your money guaranteed.

You might have to call PayPal.

He's also been banned.
