Explain what happened: I bought one high lvl account from him, send him money via Paypal and he never sent me any account details. He is ignoring me in skype so far and does not answer anything. 100% Scammer!!!

Still open in paypal but why dont you just ban these guys? I did a research about this guy and thats not his first account. He is scamming all around and I just dont understand what proof you need to prevent such crap from scamming people.

You paid as a gift to someone without reputation or feedback when there are hundreds of more reputable people selling the same thing. Obviously you were able to look this guy up and see that he scammed someone in the past as indicated by your second post. Coming here and flaming the moderators for your own negligence isn't the right way to go about getting what you want. As far as the investigation goes, your evidence is lacking any sort of correspondence with the seller. None of the pictures you posted indicate that he's ignoring you. Hope you're able to resolve the claim in your favor through PayPal.
