Explain what happened: I added him on skype yesterday for 10-30 power leveling. He was talkative up until I sent the money. After he picked up the money from W/U he pretty much ignored me. He hasn't been on at all even though he said multiple times he'd be on.

There is limited proof here. All this shows, are a conversation that make you seem eager to get things going. Let me see a current WU screenshot of april 3 + 4, showing that you didn't just refund the money, and start a campaign against a dude that didn't reply fast enough for your taste. He has decent credentials, so I'd be surprised.

Either way, I'm waiting for some more info here, since I'll check out the guy myself later.

Same thing here. 7 days ago bought a powerlevel on nostalrius for $100 or so. He promised 6 days later he would finish, but he hasnt even logged in. He's not responding to anything.
