Explain what happened: i wanted to purchase 2 wod beta keys, he said 2 for 42 dollars, i sent the 42 via paypal and he delayed for half hour until finally he stopped responding. i waited a day, then made a paypal claim, then today(2 days after i sent payment) i get a message on skype saying his power/cable/internet pole got taken out and he was unable to get online. immediately after he said that he says "if you are willing to reverse the claim i will give you a 50% discount for your inconvience"

Pretty sure once you cancel a claim you can't reopen out, so be careful.

Should just ask him for a 100% refund and say you don't want key. If he doesn't agree, then he is a scammer.
