need help got scammed

I got scammed by a guy on skype john mikrow , paypal marios Charalambous. He sent me 2 fake paypal gifts. I refunded him 27.14. But I call paypal and they say I sent it as gift which I have never done before as I never ever made an invoice ( I don't even know how). So they won't let me get my money back. But whats odd is I can open a case in the resolution center for the 27 but not thegifts. In my case I posted the thread in which he was caught scamming and the details is there anything else I can do? This is my 3rd time being scammed here.
