Please update stickies in certain sections

I'm particularly referring to WoW Bots and Programs as well as the Memory Editing Section.

In Bots and Programs remove Warden and The Governor because this must be at least six years old and out of date. Perhaps merge Allowed Programs into Rules for Bots & Programs. As for the Memory Editing section, sticky the latest offsets threads (as of now this is 19034). Remove the current 16669 sticky. I'd also merge resource stickies like Bookthread and Hacking Library List. And utility stickies like Info Dump and Constant Data. Although most of those are really out of date and should just be removed or updated.
