What WOW server to create?

First of all i want to make a wotlk server and to not upgrade it anymore.I already hate the wotlk but cataclysm....So i decided first to make a server that haves a custom expansion(like the emerald dream or something cool) but i didn't knew where to set the instances.

Then i was thinking at a twink server(19,29,39...anything) but because at my old server haved donators i dont know what donation to make here.Almost forgotted i want to be with retail armor.


And now im decided to make a level 50 or 55 server with the whole azeroth rebuilded.This would take alot of time and i would like to do but im not sure if will come players.


So i must decide one of these.Sorry for bad english.
