Add moderators actions.

This plugin might come in handy for the emu release section.

I have not seen this plugin for vb4 yet, but i am sure someone on this site has the knowledge to port it to vb4.

I think that the least a moderator can do - if a members release is declined - is to PM the user saying something like; "Your emulation release has not been approved."
