Elite flagging

I'd like to suggest allowing Donators and above to be able to "flag" certain topics to be moved to the elite section, and after x amount of votes (perhaps a ratio of views to votes capped at a certain vote amount with a minimum). This would stop the constant flaming regarding elite exploits and would allow them to be hidden faster. To stop abuse of this system you could allow only a few votes daily per user, perhaps proportional to your rep power (1 vote per 2 rep power daily, but only once a thread).
