Yes it does, because if blizzard wishes to view a site with terms of agreement and violate that TOS then they cannot charge or use any evidence they may or may not have found. It would be thrown out of court. However if they want to view it they can but to hold in court they need a warrant stating they are allowed to view it.

and they can find out bout users and ban / and fix bugs

any thing they do in game is fine for them

its one of the resons you cant take on blizz even if they ban your account for you saying hello to many times there tos says they can do anything with it
