It's called "The Pit of shame".

How it works:

Some1 posts an epic failure, you report it with "Pit of shame" and mods can move it to the "pit of shame" and everyone can see it and laugh

As amusing as the idea may be, this would support the idea of flaming, and it would cause problems for posters because people would very obviously hold it against them, and there'd just be way to much ridiculing in general.
