I Need Help With vbulletin For My Wow server I Have Payed For vbulletin
but i need help intalling it it's just becoming a pain im using wamp5. or is there a dif program! i want to host off my own pc >.<

find out where your root directory is and unload the contents of the vbulletin zip folder /upload/ into it, rename it to forums if you will...
create a mysql database with a username and password for it.. put that info down inside
your config.php.new, change config.php.new to config.php. chmod it to 644.

then run http://localhost:80/yourforumsdirectory/install/install.php
best thing to do (honestly) is get yourself a cheap host.. for say a year or so.. it's only $100 at powweb.com and it was pretty good for mmowned.com until we had 200 people on the site at once and then we had our first server move
