I need a video effect help

Im trying to make a video right now with more of a flashy rave effect. as in blinking colors flashing every second. however i have no idea how to do that >.<
any video makers know a way how to do this?

What program are you using?
You could always just make some flashy transitions and color them, then put them close to each other, depending on how many flashs you want per second.
