Why can't I change my username?

I tried the username change to change my name to Walter, BUT it gave me an error, saying I broke a rule of an administrator or something.

Here it is: Rule Violation: The username that you have submitted violates one of the Username Rules that the administrator has specified.

And here are the rules: Request a new username for review. This is for Serious changes only.. from now on once you have your name changed you may NEVER change it back. Only 1 name change per year. Requesting multiple useless name changes will result in infractions and negative reputation. If your name is rejected, you must Private message an administrator with a legitimate reason for that name change.

I don't remember ever changing my name before. I registered with Jimei and it stays Jimei.

Now I can't make it Walter. I've decided Walter to be the nickname I'll use from now on.

But it gives me an error. Why so?
