How do i create a new thread in the scam section

Ok im trying to build rep here so im not a leecher, but it wont even let me post so how i begin to get rep ? i have two programs i have made that i want to share but it says i dont have access to create a new topic >.>

When I was in that position, I just posted it in the guides section, wrote a long detailed guide with it so it wasn't completely off-topic, and asked them polietly to move it to the correct place.
