Depends on your monitor size. (Your resolution)

If you have a 19'' monitor, make a 1280x1024 wallpaper.
Otherwise, try 800x600 and 1024x768.

Then use that size.
Photoshop will automatically resize the picture while you're creating it and later again when you save it.
