Yeah, I learned this somewhere, can't remember where though.
So, lets get started.
Start by making a new document 500x500 pixels(or anyting smaller like 300x300, doesn't really matter) with a white background.
Then select the paintbucket tool, and the colour black. Then make the blackground black (not so hard so far eh?).
Then Go to filter -> Render -> lens flare :
And select these settings:
Then again go to ; Filter -> Distort -> Polar Coordinates:
And use these settings:
Then go to Image -> Rotate Canvas -> Flip Vertical.
Then once again we go to filter -> distort -> Polar Coordinates, but with these settings:
And there you have your end result!
Now you can for example, use the eleptical marquee tool, to cut it out , and paste it into a new background and play with it. Something basic you can make with this:
Not anything spectacular, but it's kinda cool, as it only takes a minute to make
