He's just placed regular font behind scan lines.
Looks great maybe a little too red... and i don't like scan lines!

scan lines can be kinda hard to pull off imo, and mixing it with that font looks horrible. I give it a 4.5/10. The render looks somewhat pasted.

blend the render more into the signature make it look like it's a part of it, not like it's standing out of it

Just another tip on scanlines, but you seem to use them a lot, and they can look pretty crappy on sigs for the most part.
But try making white scanlines instead of black ones, set them to soft light, then drop the opacity. Maybe finish up by taking a soft feathered brush and erasing some parts of the scan line layer (you should be filling them into a blank layer anyways) should help the blending go a bit smoother. Generally scan lines don't look to well on font when placed in sigs but there are some people who can pull it off.
You can also try a bolder font and larger scan lines to get something like this:
