use the shape tool, make a box, set the opacity/layer style to something you like, then add a stroke around it

Thats one way but i don't think he does it that way.
I forgot how to get this effect, never really cared i think it doesnt look good.

I think it can look pretty tacky in most cases, but sometimes it looks pretty darn good if blended right
