Resetting Town Board

A Companie is resetting the Townbord Quests by simply canceling they’re building and starting to upgrade a new one.

Normal quest every 30 min: Attention Required! | Cloudflare

After canceling the upgrade Task: Attention Required! | Cloudflare

Quests after the start of the new Building: Attention Required! | Cloudflare

After canceling the upgrade Task a second time: Attention Required! | Cloudflare

New Quests: Attention Required! | Cloudflare

This has been going on for some time, I am sure it had been going on longer, but I left the area after that.
If it is needed I can provide more Screenshots or a Video.

Is this a bug or an exploit:

EDIT:

The cost of upgrading is around 100g per reset, since they are 50+ players it is less than 2g per board reset/player.

Taking Reekwater seams to be the best choice since you stay private there as long as players are still low level.
