If you are looking into what EXACTLY it does (i.e. for programming purposes) then sorry, cant help ya.
If you are trying to figure out if its a virus or something, then a simple google search gave me all the answers on first page. Its a DLL that is used by many games (like sims, AOEIII, etc), and is not a virus.

Hi, yeh i know it is not a virus, but it runs with swtor and i was hoping to find out exactly what it does.
