You could create a key that is actually one in existence, but they don't go active until purchased similar to when you buy a gift card for Best Buy how you cannot just take one of the shelf and magically have a deposit placed on it. Would be epic if it were possible though

actually they dont, i know this from "acquiring" many time cards from major retail stores and activating them just fine

Well it depends on how the cards are packaged, if they are like the old wow GC's where they are in a box, then yes, you can do that, but if they are like the new ones that need to be activated like calling cards then your screwed.
