I don't think a tool like this should impact if servers are being loaded... does your PathOfExile.exe shortcut have any additional parameters built in? If you try doing the Shift+Right Click, Run as different user with your limited user account, does it still break?

For example i use same version as you, like few month, and that never happen before.

2. Open C:\Users\YOUR_MAIN_USERNAME\AppData\Local\Kirasaka and delete folder or edit user.config.

Or it just an user friendly alternative of the batch like this:
