As was mentioned, when run as the limited user, poe uses the limited user's "documents\my games\path of exile" folder, so that's where you need to put the filter so that poe can see it. You can use the same filter in HUD, but you have to navigate to the folder. I just find it easier to run a filter for HUD and a separate filter for poe, even if they're the same filter, I copy and paste them into both folders.

It happens whenever I try to open steam or path of exile (or like any other program on the computer) with shift + rmb -> run as different user.
The guide from this thread is not working either (when I run the shortcut nothing happens).
The "Steam.exe" at the end is odd... is that the real name of the executable through steam ?
1)Try by launching the executable from/in the steam folder, without any link involved (shoul solve the problem ..)
2)Did you created a local account ( no email etc), or cloud/online user account ?
Yes, that is the default .exe name for steam's version of the game. I am not running it through shortcut, I am right clicking on the .exe in the game directory.
The account I made is local (chose not to log in with microsoft acc etc.)
EDIT : This tutorial fixed it [FIX] The User Profile Service Failed The Sign-in. User Profile Cannot Be Loaded.

Is anyone by any chance experiencing this issue when denying phud access to the limited account? I'm following the guide step by step but cannot figure out why this is happening or if it will cause any problems.

EDIT: I'll autoreply myself with the solution I found just in case someone else goes through this:
In my case there was an "account" labeled "ALL APPLICATION PACKAGES" which seemed to get in the way of the permissions sorting, so what I did was denying access on that account, which solved the issue:
