Don't know if it's written somewhere but for me i had to add /D after cd for the shortcut to work
C:\Windows\System32\runas.exe /user:YOURNAME /savecred "cmd /C cd /D "C:/Program Files (x86)/Grinding Gear Games/Path of Exile/" && PathOfExile.exe"
now this one works for me
(4) Choose your newly added username and deny all access to this folder.

I followed all your steps and poe still starts with my admin user (at least taskmanger says that)

started it with Shift-Right-click and need to login with the new user password.

Slightly confused by this, so are we running both POE and POE Hud from the new account? if so is the name of the user in the shortcut target the new account name?
I set up the shortcut posted on page 4 but when i double click the shortcut nothing happens. I have the poe.bat setup in C
C:\Windows\System32\runas.exe /userave /savecred "C:\poe.bat"
also tried this shortcut but still nothing happens

i denied all access for the limited user. if i shift-right-click and start as limited-user a msg pop up and says i don't have the rights. passw. and user is correct. seems that i miss s.th..
edit: i don't have access to the folder, if i switch to the new user
