Get the quest "a dark weapon" from Artreyu in Lake Mineval. Abandon, repeat and get as many refining stones as you want.
It is known and will be fixed in future.
If you use it to often i think they will take action against the accounts.

The important question here is; Are the stones BoP?

Imo not so important, you can reroll your stats till you got nearly perfect ones.
But they are bind on pickup.
